In order that land may be subdivided in accordance with these purposes and policies, this title is hereby adopted and shall become effective upon its passage and publication according to law. All applications for subdivision approval, including final approval, pending on the effective date of these regulations, shall be reviewed pursuant to the ordinances in effect at the time an original completed application was accepted for processing. Pending applications that are allowed to lapse due to inaction by the applicant shall be governed by this title if refiled after it becomes effective. (2003 Code § 12-01-05)
