The community forestry department shall choose its own officers, make its own rules and regulations regarding meetings, and keep a journal of its proceedings. All rules and regulations shall be subject to city council approval. A majority of the members shall constitute a quorum for the transaction of business. Members will maintain a seventy five percent (75%) attendance rate at meetings and work sessions, or will be removed from the department and his or her successor shall be appointed for the unexpired portion of the term.
