Before August 31 of each year, the city council, after such revision as it desires, shall adopt and approve a final budget for the following fiscal year. In addition, on the same date, the city council shall pass a resolution approving a conceptual budget plan for the year that follows the next fiscal year. Such conceptual budget plan shall be the blueprint for the following year's budgeting process. (2003 Code § 1-15-06)
