Unless otherwise provided by this code, members of every city board or commission must be, at the time of their appointment and throughout the tenure of their membership, residents of city. Notwithstanding the foregoing, the airport board and the planning and zoning board may have out of city board members as provided in applicable ordinances. (2003 Code § 2-01-06)
