The contractor, if any, will furnish a sufficient number of personnel, trucks and equipment to collect and dispose of waste collected in the city. Said equipment shall be maintained and operated in a clean and sanitary condition at the expense of the contractor. The contractor shall furnish vehicles especially designed for the collection and hauling of waste and waste products. All waste vehicles shall be closed and watertight, front, rear or side loading, commonly known as packers, for collecting solid waste. The equipment shall be clean, uniformly painted and marked and identified, subject to review and approval by the city. All vehicles will be licensed, lighted and safety inspected for highway operations. No roadside littering from packer vehicles or from loading practices will be allowed.
