No user of the city sewer service shall permit or allow any person from any other premises or any unauthorized person to discharge sewage into said system and the permit to connect with the sewer system shall be limited to the person and the premises designated in the permit. Any violation of this section by either the permit holder or an unauthorized person shall be deemed a misdemeanor, subject to penalty as provided in title 1, chapter 4 of this code. Any such violations shall be grounds for the superintendent to withhold sewer service, without notice of termination of service, and the superintendent may require the water superintendent to terminate water service.
