If any person, after the water has been turned off from the premises on account of nonpayment of rates, or for failure to pay charges for the repair of water lines, assessed to the owner, or for other violation of the rules and regulations pertaining to the water supply, shall turn on or permit to be turned on, or use or permit the water to be used without authority, he shall be subject to the penalties provided for in section 9-1-35 of this chapter.
