A. Application: The provisions of this chapter shall apply to all property within the corporate limits of the city, and any special users outside of the corporate limits of the city, including all property owned or occupied by the United States Of America, the state and the county.
B. City Authority: The water system for the supply of the city shall be under the sole and exclusive control of the mayor and city council, who may, from time to time, direct the construction of such works, placing of mains, service pipes and fire hydrants, as the necessities of the city may require.
