8-13-3: DEFINITIONS:
As used in this chapter, unless the context otherwise requires:
AIRCRAFT: Any contrivance now known or hereafter invented, used or designed for navigation of or flight in the air, except a parachute or other contrivance, designed for such navigation, but used primarily as safety equipment.
AIRPORT: Any area of land or water owned or operated by the city or its agents and which is used or intended for use for the landing and takeoff of aircraft and any appurtenant areas which are used or intended for use for airport buildings or other airport facilities or rights of way, together with all airport buildings and facilities located thereon.
COMMERCIAL USE: Any operation from the airport for compensation or hire. The test of commercial operation is whether such operation is incidental to the operator's other business, or is, in and of itself, an enterprise for profit.
PERSON: Any individual, firm, partnership, corporation, company, association, joint stock association or body politic; and includes any trustee, receiver, assignee or other similar representative thereof.
USE FEE: A measurable way of assessing fees for the use of the airport.
VEHICLE: Every vehicle which is self-propelled. (2003 Code § 8-10-03)
