The Golf Course Advisory Board shall observe the operation, maintenance and management of the golf course, and shall, as needed, confer, through the Chairperson of the board, in an advisory capacity, with the Mayor or Council member in charge of the Park and Recreation Department concerning such matters. All recommendations made to the Council member in charge by such board Chairperson shall be duly considered by him and be taken into consideration in the management of the golf course, so long as the recommendations are consistent with effective operation of the course.
