This section is intended to address the problem of persons dumping their household and nonhousehold garbage, refuse and other debris into bins or other containers owned, leased or paid for by the city or other individuals and businesses.
A. Prohibited: It shall be unlawful for any person, natural or artificial, in person or by his agent, employee or servant, to cast, throw, sift, deposit, place, leave or dump in any manner any debris, garbage, litter, rubbish or refuse into any bin or other container for which such person does not pay for its collection and removal, or which is not owned or leased by such person, unless such person is the customer or patron authorized to use the particular bin or container or has been granted the specific right of use by the proper owner, lessee, or city. B. Penalty: Any person violating subsection A of this section shall be guilty of a misdemeanor and subject to penalty as provided in section 1-4-3 of this code. (2003 Code § 6-04-10; amd. 2012 Code)
