4-11-23: RIGHT TO REFUSE EMPLOYMENT AND MULTIPLE PASSENGERS:
Every driver of a taxicab shall have the right to demand payment of the legal fare in advance and may refuse employment unless it be prepaid, but no driver of a taxicab shall otherwise refuse or neglect to convey any orderly persons upon request anywhere in the city unless previously engaged or unable to do so. No driver of a taxicab shall carry any other person than the passenger first employing the taxicab without the consent of the passenger. In such event, if a taximeter be used, the first departing passenger shall pay the face amount as shown on meter. The meter shall then be cleared and the remaining passenger shall pay for distance thereafter carried. If the taxi be unmetered, the fare to be charged shall be as follows: The first departing passenger shall pay the regular fare to his place of departure, and the remaining passenger shall then pay the regular fare from his point of pick up to point of delivery.
