4-11-17: DOUBLE PARKING; SOLICITING PROHIBITED:
Two (2) or more taxicabs shall not be permitted to stand side by side on any street and such taxicabs and the drivers of such taxicabs or the person in charge thereof shall remain quietly at the taxicab stands when not employed and shall not move about the streets for the purpose of soliciting patronage, nor shall such taxicab be left standing at any point or place while unemployed other than at the stand designated. The drivers of all taxicabs licensed under the provisions of this chapter are expressly prohibited from indiscriminately soliciting passengers for hire or from cruising the streets for the purpose of obtaining patronage for their cars, and solicitation within this prohibition is hereby defined to consist of moving about the streets soliciting or inviting business or customers, or calling attention of members of the public to taxicabs by word of mouth, signals, nods or other signs from the taxicab while moving or by drawing up to the curb for that purpose, or in any other manner affirmatively calling attention to service while going to or from its points of service. Cruising within this prohibition is declared to consist of: Moving about the streets either indiscriminately or between fixed points for the purpose of obtaining patronage; provided, however, that taxicabs shall be permitted to receive or discharge passengers at public places or gatherings, such as theaters, public buildings, and stands.
