The governing body shall, upon issuing a license, designate taxicab stands and call boxes, at which stands, cabs so licensed shall be required to stand while waiting for patronage and is authorized to promulgate and adopt such reasonable rules and regulations not inconsistent with the provisions of this chapter as may be necessary or deemed advisable to carry out and enforce its provisions.
