The chief of police shall make or have made by police officers designated by him such examination and inspection of the vehicles before and after issuing a license as the chief of police or the city council considers necessary. The governing body shall refuse a license to, or, if already issued, revoke or suspend the license of any vehicle found to be unfit or unsuited for public patronage. The governing body is hereby authorized and empowered to establish reasonable rules and regulations for the inspection and operation of public vehicles and their appurtenances, construction and condition or fitness.
