Any person violating any provision of this chapter or condition of any permit issued hereunder shall be guilty of a misdemeanor and, upon conviction or plea of guilty thereof, shall be subject to penalty as provided in title 1, chapter 4 of this code. Each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this chapter is committed, continued or permitted.
