The city has limited resources in terms of fire and police personnel to adequately monitor and regulate special events. Accordingly, an applicant's special event which has annually been conducted in the city over the preceding five (5) year period shall have priority over another applicant's event with less or no history in the city, for purposes of date, time and location preference. Otherwise, first in time to file an application shall have priority as to choice of date, time and location of the proposed event. (2003 Code § 5-12-08)
