4-10-6: APPROVAL STANDARDS:
Generally, special events permits will be approved if the applicant meets the following criteria:
   A.   The proposed special event will not pose an unreasonable safety or traffic impact or impede in any substantial way public safety services or the distribution of those services in emergency response situations.
   B.   The proposed special event will not have a significant adverse environmental impact or in any substantial way constitute a disturbance of the peace of the community or unduly endanger the health, safety and welfare of the public.
   C.   The proposed special event will not cause damage to any property, either public or private.
   D.   The proposed special event will not leave city services overextended beyond normal working conditions; provided, if the city feels that the special event will create a hardship on city services, the special event may be rescheduled or canceled.
   E.   The applicant has not violated conditions of approval for previous special events. (This item may be enforced or waived at the city's discretion, depending upon the severity and number of infractions.) (2003 Code § 5-12-05)
