An application for a permit for a special event shall be filed with the city clerk not less than forty five (45) days before the date proposed for holding a special event. A fee in such amount as established by resolution of the city council shall accompany the application. For good cause, the city clerk may accept applications within the forty five (45) day period; provided, the applicant shall be required to pay, in addition to the application fee, the estimated costs, if any, of city staff time incurred for special meetings.
