4-10-2: DEFINITIONS:
The following words and phrases used in this chapter shall have the following meanings, unless a different meaning clearly appears from the context:
APPLICANT: The person, corporation, limited liability company, partnership, association or entity applying for a special event permit.
ATTENDEE: People participating in or attending a special event.
PERMIT: Written authorization to conduct a special event, as required by this chapter.
SECURITY PLAN: A comprehensive written plan to be proposed by the organizer of a special event, which shall include the following:
   A.   Anticipated times of attendee movement;
   B.   Numbers, types and duties of law enforcement, professional security, and volunteer personnel which may be required;
   C.   Vehicular and pedestrian ingress and egress routes for all event locations;
   D.   Available parking space estimates and locations;
   E.   Shuttle types, routes, and schedules;
   F.   Traffic control points and warning devices;
   G.   Emergency vehicle access routes, anticipated routes of movements on public rights of way;
   H.   Placement of traffic direction and parking personnel;
   I.   A plan for the control of the service of alcoholic beverages; and
   J.   Other applicable preparations for the maintenance of public health and safety due to individual or unique considerations about the event.
SOUND AMPLIFYING SYSTEM: Any system or electrical hookup or connection, loudspeaker or electronic system, equipment, apparatus, device, instrument, or machine designed for or intended to be used for the purpose of amplifying or producing sound or increasing the volume of the human voice, musical tone, vibration or sound wave.
SPECIAL EVENT: Any organized nonroutine activity on public or private property that may significantly impact or affect neighboring property owners, residents and businesses and that may reasonably be expected to attract more than one thousand five hundred (1,500) attendees and/or which may require more parking spaces than the sponsor's property can accommodate.
SPONSOR: The applicant, or the person, corporation, limited liability company, partnership, association, or other entity owning, leasing, or otherwise controlling real property upon which a special event is to be located. (2003 Code § 5-12-01)
