The city council finds and declares that special events that draw a significant number of participants require the city to expend funds to provide additional staffing and equipment to maintain peace and order and to protect the public health and safety. The city council has determined that the additional costs associated with these special events should not be borne solely by the taxpayers of the city, but rather, the sponsors of the events should participate in the covering the additional costs.
