6-2-24: MANDATORY SPAY OR NEUTER:
   A.   No personal shall own, harbor or keep within the City limits a dog or cat over the age of six months, which has not be spayed or neutered unless the animal is exempt as defined below.
   B.   Any person providing care or sustenance for a dog or cat shall be deemed the owner for purposes of this subsection and shall comply with the mandatory spay or neuter requirements herein.
   C.   Animals exempt from this subsection shall include animals being used by law enforcement agencies, animals approved for kennel licensing, animals certified by a licensed veterinarian as having a health reason for not being spayed or neutered, and any animal whose owner is a non-resident traveling through the city and/or is visiting the city for less than ten (10) days and has notified animal control that the animal is at large.
   D.   In any instance when an animal is impounded to the Animal Shelter which is not spayed or neutered, the owner shall be responsible for a fee of $250.00 for retrieval of the animal. If the retrieved animal is spayed or neutered within ten (10) days of retrieval, the owner will be entitled to a refund of $200.00 of the retrieval fee.
