It shall be a misdemeanor, subject to penalty as provided in title 1, chapter 4 of this code, for an applicant or licensee to make a material misrepresentation on his application, to perpetrate a fraud on any investigative official or agency, or to operate a business licensed under this chapter in contravention to the laws of the state or the ordinances of the city.
