4-8-4: LICENSE REQUIRED; ALCOHOL LICENSE PROHIBITED, OTHER PROHIBITIONS:
   A.   Purpose: The purpose of these regulations is to protect the health, safety, and general welfare of the citizens and visitors of the city, to protect the health, safety, and general welfare of employees and patrons of adult businesses and adult establishments, and to protect children from being inadvertently exposed to adult material.
   B.   License Required: It shall be unlawful for any person to operate within the city limits any adult store, adult theater, adult arcade machine business, or adult entertainment establishment, without first obtaining an appropriately classified license to do so as set forth in section 4-8-5 of this chapter. No license shall be issued to any adult store, adult theater, adult arcade machine business, or adult entertainment establishment where beer, wine or liquor are allowed on the premises during any hour of operation.    C.   Alcohol License Prohibited: No beer, wine or liquor license shall be issued to any adult theater, adult store, adult arcade business or adult entertainment establishment business as described above.
   D.   Other Prohibitions: It shall be unlawful to allow beer, wine or liquor on the premises of any adult theater, adult store, adult arcade business or adult entertainment establishment business during any hour of operation or when any patron, customer, client, visitor, or any person other than the business owner is present. No adult establishment of any class, as defined in section 4-8-5 of this chapter, or as described above, shall be licensed or allowed within one thousand feet (1,000') of any store, bar, tavern or business that sells, vends, serves, dispenses or distributes any alcoholic beverages, including, but not limited to, beer, wine and liquor, or within one thousand five hundred feet (1,500') of any school, preschool, daycare facility, public park, playground or other institution, either public or private, where children under the age of eighteen (18) are taught, instructed or trained.
