6-1-2: APPLICATION OF PROVISIONS:
The provisions of this title relating to the operation of vehicles refer exclusively to the operation of vehicles upon the highways except:
   A.   Where a different place is specifically referred to in a given section.
   B.   The provisions of chapter 2 and chapter 5, article A of this title, shall apply upon highways, turnpikes and public parking lots throughout the City. (1993 Code § 24-3)
