It is the purpose of this chapter to provide a just, equitable, and practicable method, to be cumulative with and in addition to any other remedy provided by town ordinances or otherwise available at law, whereby a public nuisance located on any premises or public property, which from any cause endangers the life, limb, health, morals, property, safety, or welfare of the general public, or which tends to lower the value of adjacent real property because of its unsightliness, may be required to be repaired, removed, or abated.
