   (A)   It shall be unlawful for any person to operate any motor vehicle upon any of the public streets, alleys, or public grounds of the town at a rate of speed greater than 20 mph, provided, however, that on any paved street of the town, it shall be unlawful for any person to operate any motor vehicle at a greater rate of speed than 15 mph, and that in turning, changing from one street to another, or crossing intersections of streets, all motor vehicles shall be slowed to a rate of speed not to exceed 15 mph.

   (C)   Where no special hazard exists on any section of a street or highway, which section is not zoned and posted as hereinbefore provided, the following speeds shall be lawful, but any speed in excess of said limits shall be unlawful and shall be prima facia evidence that the speed is not reasonable or prudent:
      (1)   Fifteen mph when passing a school bus or grounds during recess, or while children are going to or leaving school during opening or closing hours;
      (2)   Fifteen mph when approaching within 50 feet and intraversing an intersection of highways when the driver’s view is obstructed;
      (3)   Fifteen mph in any public park; and
      (4)   Twenty mph on any street or highway, either in the business or residential district.
