(A) Any person violating any provisions of this chapter, for which no specific penalty is prescribed, shall be subject to § 10.99.
(B) Any person identified as a nonresident, or such person who does not hold a Northwest South Dakota Regional Landfill dumping permit, is prohibited from disposing of solid waste within the limits for the town and at the town’s solid waste landfill site. Every person upon conviction of this violation of this division (B) shall be punished by a fine of $100.
