§ 30.15  MEETINGS OF TRUSTEES.
   (A)   Special meetings may be called at any time by the President of the Board, the acting President in case of the absence of the President, or by any town members of said Board whenever, in the judgement of such officers or member, the public interest demands such meetings. Personal notice shall be given to all members of such Board of such special meetings before such meeting shall be opened for business. All business transacted at any special meeting, called as herein provided, shall have the same force and effect as though transacted at a regular meeting. Three members present shall constitute a quorum at any regular or special meeting.
   (B)   Ordinances may be proposed by any member of the Board at any regular or special meeting. All ordinances shall be read three times on at least two different days, provided that the second reading may be by the title by consent of all members present; provided that no ordinance shall take effect or be in force until the same shall have been published in the legal newspaper, printed and published within the corporate limits of said town, to take effect 20 days after publication. Provided further, that in case of emergency any ordinance may be put into full force and effective immediately upon its adoption and recording by the Clerk in the book of ordinances. Any ordinance adopted in case of emergency shall contain an emergency clause.
