Where a village review reasonably requires one or more village consultants, contractors, agents, including but not limited to the village planner, engineer, and attorney, or other persons or entities not compensated on a regular village salary basis, or if and to the extent a village review reasonably requires action by a village employee who, as a consequence of such action must be compensated on an overtime basis, the person making the request and/or the owner of the property which is the subject of the village review shall be obligated to advance the monies for the review. If the monies or any reason have not been advanced prior to the review such monies shall be reimbursed.
