§ 30.19 CALLING OF PUBLIC HEARING ON NECESSITY.
   Either at the time of the resolution calling for the preparation of such report or thereafter, the Council shall, by resolution, establish a date for a public hearing and provide for the giving of at least ten days notice thereof in the manner hereinafter provided.
