§ 30.16 INITIATION OF PROCEEDINGS.
   Special assessment proceedings may be initiated by the Council or by a petition of the owners of land within the village for which the improvement petitioned will benefit. Such a petition shall be only advisory to the Council and shall be on a form approved by the Council. The petition shall be filed with the Village Clerk.
