Upon request by the village or the Cablecasting Board, copies of all petitions, applications, communications and reports submitted by a franchisee to the Federal Communications Council, Securities and Exchange Council or any other federal or state regulatory Council or agency having jurisdiction in respect to any matters affecting cable communications operations authorized pursuant to the franchise shall be provided no later than the filing date for such petitions, applications, communications and reports.
