The Village Clerk shall issue to each licensee at the time of delivery of his or her license a badge or other identification in a form to be determined from time to time by the Village Council for each individual licensed under this chapter. The badge or identification shall be worn constantly by the licensee on the front of his or her hat or outer garment in such a way as to be conspicuous during such time as said licensee is engaged in peddling.
