Persons representing charitable, religious, eleemosynary, political or philanthropic organizations shall register with the Village Clerk prior to commencing any canvassing in the village. The registration shall include the name of the person who will be canvassing in the village and the name of the organization for which these activities are being conducted. Canvassers shall provide proof to the Village Clerk of their authorization to represent said charitable, religious, eleemosynary, political or philanthropic organization. If registered with the Village Clerk under this section, the provisions of this chapter shall not apply to said canvassers.
