(A) No person, including property owners, contractors, travelers and others shall operate any vehicle or device, or take any other action in a manner which causes or contributes to a material change in the condition or appearance of a village street.
(B) For the purposes of this section, a material change in the condition or appearance of a street shall include but shall not be limited to the following:
(1) The causing of a crack, hole or break in the surface of a street;
(2) The spilling, leaking, dumping, release or other discharge of petroleum based or other materials that causes or results in visible discoloration of a street surface.

(C) A material change shall not mean the normal wear and tear of a street by customary usage over a long period of time.
