It is the intent of the Village Council of the Village of Bingham Farms to allot substantial resources to cause a new surface to be placed on the streets of the village immediately following the adoption of this subchapter. The objective of such project is to achieve a roadway system which enhances the character and appearance of the village and promotes stability in private property values within the village. Toward these ends, the intent of the Village Council to enact the following provisions designed to require persons, including contractors working within the village, to act in a manner which will not materially alter the condition or appearance of the village streets to be newly surfaced. It is the further intent of the Village Council to require any person violating these provisions jointly and severally with the owner of the property in connection with which the activity has occurred to be responsible for restoring streets whose condition or appearance has been changed.
