§ 96.045 FINDINGS; INTENT AND PURPOSE.
As part of its maintenance of the public streets, the village contracts for snowplowing and related winter maintenance activities to respond to natural occurrences and accumulations of snow and ice. The village has found that private property owners also contract to have snow removed from their private properties and driveways and that some contractors providing those services do so in a manner that deposits snow, ice or slush from private properties on the public streets, resulting in obstruction of the streets with unnatural accumulations of snow, ice or slush and a resulting threat to the public health, safety and welfare and possible additional expense to the village for maintaining the public streets. The intent and purpose of this subchapter is to keep the public streets, sidewalks, and other property, public or private, free from deposits of snow, ice, slush or other obstructions from private driveways or properties by prohibiting such deposits and establishing responsibility for ordinance compliance and violations.
