Property owners are responsible for the care and maintenance of the culvert under their private drives so as not to impede drainage. The Street Administrator may, from time to time, require the property owner to make necessary corrections, and the cost thereof shall be borne entirely by the property owner. If such remedial action is not taken by the property owner within 90 days from notification, the village shall have the right to make such corrections, and the cost shall be a charge against the property owner and become a lien against the property.
