It shall be unlawful to proceed with the excavation for or the construction of any new building within the village or to move any machinery, equipment or materials onto any vacant property preparatory for such excavation or construction until a culvert shall have been installed and covered as hereinafter described pursuant to permit as hereinafter provided for.
