(A) The Village Charter may, after notice to the owner and after holding a public hearing thereon, declare any condition existing on the owner’s property to be a public nuisance by giving notice to the owner of the land upon which such condition is located and requiring the owner to abate the nuisance within such reasonable time as may be necessary to do or have done the work required by said notice. The notice may also provide a reasonable time within which such work shall be commenced.
(B) If, at the expiration of any time limit in said notice, the owner has not complied with the requirements thereof, the Village Clerk shall cause the requirements of said notice to be carried out. The cost of such abatement shall be charged against the premises and the owner thereof in accordance with the provisions of the Village Charter, Chapter X, Sections 13, 14 and 15.
