It shall be unlawful for any person to own, possess, or harbor any dog four months of age or older in the village unless the dog is licensed as hereinafter provided, or to own, possess, or harbor any dog four months of age or over that does not at all times wear a collar or harness with current village metal license tag attached, as hereinafter provided. The license tag shall be nontransferable to any other dog.
