Every owner, possessor or harborer of an animal shall be liable for damages, any and all injuries to persons or property caused by the animal, to be determined and collected in appropriate civil proceedings, and nothing in this chapter shall be construed to impose any liability upon the village, its officers, agents or employees, for any damages to persons or property caused by the animal.
