§ 116.24 INVESTIGATION; INSPECTION.
   (A)   The application for a license under this chapter shall be presented to the Village Clerk. The application shall be referred to the Police Chief, who shall have a reasonable time in which to investigate the application and the background of the applicant. Based upon such investigation, the Police Chief or his or her representative shall render a recommendation as to the approval or denial of the license to the Administrator.
   (B)   The Police Chief shall recommend denial of an application for a license under this chapter if the character, reputation, integrity or physical or mental condition of the applicant or his or her employees is found to be inimical to the health, safety, moral or general welfare of the public. In making such determination, the Police Chief shall consider:
      (1)   Criminal history. All applicants’ convictions, the reason therefor, and the demeanor of the applicant subsequent to his or her release.
      (2)   License and permit history. The license and permit history of the applicant; whether such person has previously operated in this city or state or in another city or state under a license or permit has had such license or permit revoked or suspended; the reason therefor; and the demeanor of the applicant subsequent to such action.
      (3)   Application contents. Any information set forth in the application.
   (C)   The Building Department, the Fire Department and County Health Officer shall inspect the premises proposed to be devoted to the massage facility, massage school or similar business and shall make within a reasonable time separate recommendations to the Administrator concerning compliance with the requirements of this code.
