(A) Upon the sale or transfer of any interest in a massage facility, massage school or similar business, or the sale or transfer of any stock ownership of more than 10% in such establishment, the license shall be null and void. A new application shall be made by any person desiring to own or operate the massage facility, massage school or similar business.
(B) Any sale or transfer of any interest in an existing massage establishment, or the sale or transfer of any stock ownership of more than 10% in such establishment, or any application for an extension or expansion of the building or other place of business of the massage establishment shall require inspection and shall require compliance with § 116.28. A fee to be set by the Village Council shall be payable for each application involving extension or expansion of the building or other place of business of the massage establishment.
