Each licensee whose acts or conduct results in a hearing being conducted by the Administrator wherein it is determined that the licensee has violated his duties under this article shall pay a fee equal to the village's monetary costs of the hearing, as determined by the Clerk in the same or a subsequent proceeding, payable within ten days after the entry of the Clerk's decision with reference thereto.
