The Administrator may give notice to a person believed to be under a duty to obtain an initial or a renewal license. If a person fails to apply for and obtain a license within the time prescribed in this chapter, in addition to paying the basic fee, there shall also be paid as a late fee an additional sum, if paid within 30 days thereafter, and an additional late fee, if paid more than 30 days thereafter.
