The purposes of this chapter are to:
(A) Enable the village to render service more efficiently and effectively to the business sector of the community;
(B) Conserve village funds by regulating the users of village services who create unreasonable demands for services by failing to exercise due care in the conduct and management of their businesses; and;
(C) Effectuate such purposes through the exercise of the police powers granted by state law and by the Charter.
