In addition to criminal enforcement of this chapter, Bingham County may seek all civil and equitable remedies available at common law or under Idaho law for the enforcement of this chapter. In the event Bingham County is the prevailing party in any action brought in Civil Court to enforce this chapter, it shall be awarded its reasonable costs and attorney fees against each nonprevailing party.
