A. The Bingham County Board of County Commissioners (Board), located in Bingham County, Idaho, hereby find and declare that the pawn of items easily liquidated for cash by those who are not the rightful owners of such property has become a serious problem in Bingham County.
B. The Board also finds that recovery of the lost or stolen property becomes more difficult the longer the property is missing and that local pawnbrokers and secondhand precious metal dealers currently do not have any way to know whether property that is sold to them is the substance of a theft.
C. Therefore, the Board hereby finds that the use of the electronic database of lost and stolen property known as "LeadsOnline" will provide assistance to both the person who has been the victim of a theft and the pawnbroker/secondhand dealer who has been the victim of paying money for stolen property by providing a place for the reporting of lost and stolen property.
